"The most important thing in West Virginia right now is moving to subsidy based on enrollment, not attendance. It's predicted to cost the state $14 million, but we have to do it. If you have a streaming service or a gym membership, you pay the full amount each month even if you don't use it. That's what we need in child care. The subsidy should pay for the spot that child is taking, whether they come 20 hours a week or 40 because I can't fill part time slots, which means I'm losing money to care for that child. Family child care homes are not going to survive without this change."
